There was a lot on the ballot for the November 3 elections. One decision that might have gone under the radar in the national and state news was Alameda County’s Measure Y, also known as the Berkeley Arts Tax. But local residents, who are aware of what’s at stake, came out to support arts organizations with a strong 68.5% approval.

“Grants that were in prior years guaranteed, now have become smaller or more competitive,” said Consuelo Tupper, executive director of La Peña Cultural Center. “The uncertainty is bigger now so it’s harder to plan and to count on multiyear grants for operations, paying for salaries, utilities, overhead costs and all the other things that foundations don’t pay for. The money that’s just needed to keep the lights on is way less exciting, but that’s what’s needed.”

This parcel tax will generate an estimated $6.3 million over 12 years. The money will be placed in an “arts vitality fund” which will be diverted to qualifying Berkeley nonprofit performing arts organizations through grants. Funds to help with operational expenses will comprise 75% of the revenue, with 10% going toward larger projects like new buildings or accessibility developments. The rest will go to individual artists, community festivals, and the administration of the fund, with each received 5%.  — Ciara
